Transparency By Design Exposed
So, what is "Transparency By Design?" If you guessed , "Nothing more than academic BS" you're correct! This site has been created for the express purpose of providing REAL accountability for an online scams such as Capella University - a fully "accredited" for-profit "school."
In light of the fact that Capella University has been involved in numerous scandals, scams, unethical behavior, and has even violated Federal law, we thought it might be useful to help expose Capella's feeble President and Liar, Michael Oaf Offerman's latest "initiative" a project which is, rather hypocritically entitled, "Transparency By Design." According to Capella University's PR spittle, Mikey Oaf Offerman is the "leader" of the“Transparency By Design,” initiative which claims,
"To promote greater transparency and accountability among adult-serving, regionally accredited colleges and universities."As has long been reported on Crapella University Sucks site, it's not possible to mention the name "Capella University" in the same paragraph as "accountability" without laughing. Lets examine just a few facts about the intentional refusal of Capella to act ethically and intentionally violate the law.
* It is a FACT that Michael Oaf Offerman is a liar. We'll gladly print all of the "study" about Capella's incompetently designed and implemented course room, WebCT, which Oaf Offerman publicly proclaimed was (and this is an exact quote), "universally praised for being exceptionally user-friendly and intuitive." Oaf Offerman made that false statement more than three years ago and yet has refused to produce that "study" (hint - Offerman lied, the study doesn't exist).
* It is a FACT that Michael Oaf Offerman is PERSONALLY involved in the Federal Law Enforcement investigation that has already determined that Capella University violated the law on TEN counts! Furthermore, Capella University's dishonest sleazy scuumbag shyster, Greg Thom, is also the PRIMARY subject of that investigation.
* It is a FACT that Michael Oaf Offerman is PERSONALLY involved in the kickback scam whereby Capella University pays kickbacks to schools that feed "students" into Capella's substandard "programs." This FACT has been reported by the Chronicle of Higher Education, the Los Angeles Times, CBS News, and many, many others. The Chronicle of Higher Education reported that Michael Oaf Offerman tried to hide Capella’s kickback scheme with the University of California, Irvine (UCI) and that UCI has essentially become a vendor for Capella University. Just a disturbing is that both schools tried to hide their relationship!
“While setting up the relationship, Gary W. Matkin, dean of continuing education at Irvine, wrote an e-mail message in September 2002 to Capella’s president, Michael J. Offerman, to tell him that Capella’s ‘lawyers still have problems with our marketing arrangement, even though we have been careful not to talk about per-student arrangements.’”
* It is a FACT that Michael Oaf Offerman's "school" also refused to tell the news media how many schools Capella University pays kickbacks to! As the Los Angeles Times noted,
Capella has "numerous" credit-transfer programs, mostly with community colleges, [Capella University Spokeshole Michael] Walsh said, but he declined to disclose how many involve per-student payments."Well, by now readers should get the point - Michael Oaf Offerman and his "Transparency By Design" PR stunt is a fraud. Let's take a quick look at a few of the other "schools" that have signed on board with this nonsense:

* Capella University - Don't forget to visit Crapella University Sucks!
* Charter Oak State College - an online state school (shame on them) - do they have a kickback agreement with Capella?
* Excelsior College - Guess who the "provost" is? Dana Offerman - wife of Michael Oaf Offerman. Can you spell NEPOTISM?
* Franklin University - Another one of the "schools" that Capella University's charlatan, Diane Stottlemyer, works for. Oaf Offerman has allowed Diane Stottlemyer to work at Capella for YEARS even though she bought and used FAKE degrees from a diploma mill. You've got to admit, online "schools" are certainly at the bottom of the barrel when it comes to "integrity."
* Kaplan University - an online FOR-PROFIT "school"
* Regis University - an online FOR-PROFIT "school"
* Rio Salado College - an Arizona Community College that has an "alliance" with Capella - do they receive kickbacks from Capella too?
* Western Governors University - another online "school"
* Union Institute & University - still another online "school"
* Fielding Graduate University - again, offers online courses.

Regis is neither for-profit or a strictly online school. The School for Professional Studies has been around for decades as a means for adults to get worthwhile education from a part time program. Regis University is actually a very well respected institution overall, and its online program is considered the standard bearer in its market.
I understand the anti online school rant. Most of the organizations you are talking about are jokes. But Regis, while not Wharton, is a legitimate, established business program.
Charter Oak State College is a public university that is part of the state university system, just like UConn. They are regionally accredited by the NEASC, just like Harvard and Yale. It is a legitimate degree-granting institution specializing in degree completion for students that have college credits from many other schools. They have no relationship with Capella (a private competitor), and certainly do have any kind of "kickback agreement".
Of course, I meant "do not have any kind of 'kickback agreement'". Sorry for the error.
Rio Salado is part of the Maricopa Community College district. They are governed by the county and the state of Arizona. They charge tuition the same as the rest of the colleges in the county- around $62 a credit hour. They have no affiliation whatsoever with Capella.
I did part of my associates through Rio with half online and half in lecture, honestly the online classes were more difficult then the lecture classes.

You should have done a little research on your own, first. Rio Salado College and Capella University do have an alliance as noted on Rio Salado's web site at:

Capella has many, many similar "alliances" with junior colleges and other schools around the country. Last year, both the Chronicle of Higher Education and the Los Angeles Times broke the story that Capella's President had made agreements with his personal friend, Gary Matkin, Director of Extension Programs at the University of California, Irvine (UCI), whereby Capella was paying kickbacks to UCI for each student who transferred into Capella's programs. Had you read the above post, you would have been aware of this, as well as with Capella University's ongoing refusal to disclose how many other schools they have similar agreements with.
